Can I claim my mother who lives in a nursing home as a dependent?

She receives approx. $16,000 from social security.  I pay her monthly bill of approximately $8500 per month.  She makes less than $4150 per year if I exclude Social Security.  I am assuming yes.  Do I add her SSA-1099 to ours?
