Can't make sense of your post. Take a look at the form 2210 at https://www.irs.gov/pub/irs-pdf/f2210.pdf

As you can see, "line D" is in part II and none of the items in part II (items A-E) accept a numeric figure of any type.

But if you selected the checkbox for line D, then based on the error message  you provided that would indicate that the amounts reported in PART III line 19 do not add up to the total tax withheld and/or actually paid in 2019.

So this makes it apparent to me that you owe an underpayment penalty and are making an effort to reduce the penalty, if not totally eliminate it. To correct the error under the "other tax situations" tab work through the underpayment penalty section again. The amounts you enter for each tax payment period is what *YOU* *PERSONALLY* paid to the IRS and does not include what may have been withheld by your employer on your W-2.

When you add the total amount you paid each pay period to the total withheld by others (such as your W-2 employer) that amount should add up to the "total tax paid" shown on line 19 of your 1040. If things do not add up to that amount, then you entered an incorrect amount for one or more quarters on the 2210, or entered an incorrect amount that is different from what is shown on your W-2 box 2, or any other tax reporting document (1099-MISC, 1099-R, etc.) that shows taxes withheld by the payer.
