So are you required by the IRS to use a 6-digit IP PIN (Identity Protection PIN) each year? 

 And did you not receive a letter with the IP PIN and are saying that you can't use the IP PIN Retrieval Tool because you can't be identified for an IRS account?

 

The other option in "normal times" would be to speak by phone to the IRS Identity Protection Specialized Unit, and if they could identify you on the phone, they would mail you an IP PIN within 21 days.  However, that phone service to reissue an IP PIN is not available due to the Coronavirus situation.  As you'll see on the page at the link above, the IRS says the following:

 

"How to get your IP PIN reissued:

  • The service to have your IP PIN reissued by phone is currently unavailable.
  • If you cannot access the Get an IP PIN online tool, your best alternative at this time is to file your tax return by paper without your IP PIN.
  • You’ll need to complete and mail a paper tax return without your IP PIN. We’ll review your return to confirm it’s yours but this may delay any refund you’re due."

Moreover, the IRS is currently not processing any paper returns at all for the time being.  So as they are received they are accumulating in bins and trailers until processing begins again.

 

You'll have to decide whether you want to file by mail or whether you want to wait and see if the IRS specialized unit opens back up sometime in May to see if you can talk to them to get an IP PIN by postal mail.   There's no way to know when they will start answering again.    You cannot efile without the IP PIN.   The filing deadline for a Federal return is July 15 this year, unless you timely request a longer extension.   State filing deadlines for state returns may vary.
