Yes, that is correct. You are a resident in 2019.
Since you are currently holding F-visa, you will count the five years exempt ( not counting days) including the year while you were on J-visa. Therefore, you are a non-resident for the year 2014-2018. You would start counting days from January 1, 2019. Regardless of the fact that you were still holding F-visa, if you were present within the US for at least 183 days in 2019, you are a US resident for tax purposes.
