Can someone who does not have SSN and ITIN use any version of TurboTax to file their tax return?

If they are a nonresident alien then they cannot use TurboTax since they would have to use IRS Form 1040NR to file a federal tax return. TurboTax does not support Form 1040NR.

The person is a first time filer and for tax purposes he is considered RESIDENT. Like I said, he does not have SSN nor ITIN. So, what is his alternative?

He would have to apply for an ITIN through the IRS - https://www.irs.gov/individuals/how-do-i-apply-for-an-itin
