The TurboTax 2019 desktop software will be available in mid-November. The 2019 TurboTax online editions should be available sometime in December.
A 2019 tax return can only be filed after January 1, 2020. However, the IRS probably will not be accepting any type of 2019 tax return until late January 2020.
