I would try a different browser and see if you can get it to proceed. If this does not work you would need to clear your cache and cookies on your browser. If that doesn't rectify the issue, I would restart my PC and try again. A lot of information can bog down your system and cause it to spin and not proceed.  I hope this helps your situation.
