There are more than 20 types of 1099's. I assume you are referring to a 1099-MSIC with income reported in box 3 or 7.

If your total income from all sources combined exceeds $6300 then you are required to file a tax return.

If your self-employment income (can be reported in box 3 or 7 of a 1099-MISC) exceeds $400 then you are required to file a return.
