Is medicare c my secondary insurance?

No, Medicare Part C is known as Medicare Advantage. These are private plans run through Medicare that, by law, must at least be "equivalent" to regular Part A and Part B coverage.  So it is in lieu of Medicare Part A and B- if you have other insurance it could be secondary, but if you only have Medicare, it is your primary.
