It means that Turbotax opens up for filing before they are actually ready, in order to capture market share.  Federal and state forms that have changes from last year need to go through an approval process, and not all the forms are ready right now.  At least one of the forms you need isn't ready yet.  

Since the IRS will not actually process tax returns until January 23, you lose nothing by waiting until then to try and file.  Most forms should be finalized by then.
