If your income is zero or less and you have no refundable payments, you will not receive a refund.

You only get a refund if you paid in withholding tax or made estimated tax payments and the amount was greater than your actual tax, or if you report net income and otherwise qualify for a refundable credit such as the Earned Income Credit.
