In TurboTax Deluxe online edition,  here are the steps:

• After sign into your account, select Take me to my return
• Under Health Insurance, follow the prompts
• On the screen, Did you have a situation that waives the tax penalty for being uninsured? check the box for Resident of a foreign country or US possession.  
• If there is any hardship condition applies to you, also check the box for A hardship or other situation kept me from getting insurance, select blue link Learn more for details.
