How can I get the Premium $ off my bill prior to submitting?

I keep going back and "removing" it but it always shows up at the end.

In California, if you choose to pay any TurboTax fees out of your Federal refund, that service is bundled with Premium Services, so to remove it you can choose to pay with your credit card.
