That will depend on the state and your bank. If you set up to have your state amount due paid via direct debit, the state will set up and ACH debit for the date you request (up to April 15th). Not all states offer this option. However, if your state does, then the other factor is your bank. Most banks will allow an ACH debit from a savings account, but some (particularly credit unions) might not. If you are wanting to have a direct debit set up to pay the amount due, then you might want to check that your bank will process an ACH debit from your Savings Account before you set it up through your Savings Account.
