Ok ... you are not reading that correctly ... if you do not want to pay the $20 PLUS upgrade with a Debit/Credit card then you are choosing the option to have it withheld from the federal refund for an EXTRA $40 fee ... if you keep going AND read all the screens you have to agree to you will see that spelled out ...
