Yes, in some cases your state tax refund is taxable. If you itemized your deductions in 2021 and received a refund of part of that state tax in 2022, the amount is taxable. 

If you didn't itemize, or you elected to deduct state income tax instead of state income tax, your refund is not taxable. 
 

For "total up all withholdings from W-2s and 1099s, estimated tax payments, and what you paid if you filed for an extension" this includes:

 

  • Amounts withheld on your W-2, box 17, W-2G, box 15 and 1099-R box 14
  • Estimated tax payments for 2021
  • Overpayment from 2020 applied toward your 2021 return
  • Payments made with an extension of time to file
     

You can also find the amount on your state tax return for last year.
