My fiancé is the dependent for a k-1 visa. They have no SSN yet, can they qualify as a dependent on my w4 if I’m the petitioner and agreed to take care financially

I signed a form stating I will be the one financially responsible for him, he has no ssn yet, new to the U.S., does he count as a dependent on my W-4?
