Do you have to claim student loan interest if you did not pay enough interest to receive a 1098-E?

No. You never "Have to" claim the interest, but you have the option to. Even if you did not get a 1098-E, you can enter the amount of interest you paid by using your account statement, but it is not required that you report it on your tax return.
