What? Only the IRS determines when and if a federal tax refund is Approved and Issued.

After the tax return has been accepted by the IRS the status of the tax refund will be on the IRS website within 24 to 48 hours - https://www.irs.gov/refunds

The IRS will not be receiving a 2019 tax return until on and after January 27

Your tax return will not arrive at your house. Your tax return is the form you send to the government that shows your income and calculates your tax. After you do that, the government sends your refund to you.
