Taxes and Licenses refers to such expenses paid by your business reported on SCH C as a part of your personal 1040 tax return. It can also apply to SCH E income if you have rental property, or SCH F income if you have a farming type of business.  You need to provide more details so we can understand in what context you're asking your question.

Are you self employed and reporting business income/expenses on SCH C?

Do you own rental property and therefore are reporting rental income/expenses on SCH E?

Maybe you own, pay rent for, or rent out farm land or other farming activity to another?
