Yes, that's a qualified medical expense.  If the premium is withheld from your Social Security payment, and shows up on your SSA-1099, TurboTax will automatically transfer the premiums from the Social Security screen to your medical deductions.  Otherwise, enter the annual premium as you go through the interview for medical expenses.
