If I itemized my deductions, can I claim the car taxes I paid?

Yes, if you mean the sales tax on a new vehicle. 

(However, you will need to choose between state sales tax and state income tax, you can't claim both) 

 

Additionally, Yes for tags, if your state charges a tax for your registration, and not a fee.

The way you can determine if it is a tax is if the amount paid for your annual tags is based on the value of the car.
