Question

I was on an F-1 visa from Aug 2015 to Oct 2019, then H1B since Oct 2019. I believe I need to file as a non-resident and cannot use TurboTax. Can I get a refund?

Yes, you are still a nonresident for 2019 and cannot use TurboTax.    If you are working in the US in 2020, you will be a resident and can file using TurboTax next year.

Thank you Karen. As a followup question, since my e-file was rejected, would I need to make any amendments, or can I start over using another software?

TurboTax does not support Form 1040-NR return. You will need to use Sprintax to file a Form 1040-NR return. If you have questions you can contact Sprintax Help for assistance.
