I have $1000 of charitable donations that did not affect my refund. Would it have to exceed the standard deduction to count, or is it just proportional to income?

The Standard Deduction for a Single filer is $12,000 (tax year 2018). Until your itemized deductions (charitable contributions, state and local taxes, mortgage interest, medical expenses in excess of 7.5% of your AGI) exceed the $12,000, TurboTax is going to give you the Standard Deduction, which is better for you anyway.
