I had an MRI done in march of 2016 but it isn't paid for yet can I deduct the amount or do I wait until it is paid and do it in that period?

You will only be able to deduct the expense in the year it was paid. So you are correct, you will claim it in 2017 if you pay it in 2017, but you will not be able to claim it for 2016 as it was only billed, not paid.
