I bought a new car in 2016 and did NOT deduct the sales tax on my 2016 return. can i deduct it on my 2017 return?

No, it is deductible in the year paid.

Also, the sales tax that you paid on your car may be deductible ONLY if they are higher than your state taxes ( entered in Schedule A as itemized deduction - you Itemize if you have deductions like mortgage interest, real estate taxes, charity, medical expenses, etc). If your Standard Deduction is higher than your Itemized Deduction, then you cannot deduct any of the car expenses. TurboTax will help you pick the better deduction for your situation (Itemized or Standard)
