No, the 10% of adjusted gross income floor has to be met before any medical expenses can be deducted.

If 10% of your adjusted gross income is $7,404 then your medical expenses have to exceed that amount before they are deductible. If your actual expenses are only $3,617.27 then you haven't reached the 10% floor yet.
