If I purchased an electric car in 2023 that qualifies and I take the credit on my 2022 tax return. On the form 8936 it does not like that I put the year as 2023.

sorry but if you purchase it in '23 that's the year you take the credit not '22

You are mixing up the rules ... if you bought the car in 2023 it will go on the 2023 return EVEN IF you use the 2022 income to qualify for the 2023 credit. The 2023 credit form is not yet in print ... the program will handle it when the 2023 program is operational next year ... may not be until late Feb or sometime in March.
