Can I deduct Educator Expenses on my federal and state return? Under state, it says 'Do not enter any expenses already reported as a K-12 expense'.

Yes, that deduction is on your federal return Schedule 1, line 10.

 

The TT state you are preparing will use that federal amount in the appropriate way so don't enter it again on the state side. The state may allow a deduction for expenses beyond the federal K-12 limitation and that could lead to the warning you quote.

Yes, you can deduct Educator Expenses on your Federal return.  You are allowed a deduction of up to $250, if you spent your own money on supplies used as a teacher.  Make sure to keep the receipts with your tax information.

Depending on the state where you live, depends on whether or not they have that particular deduction.
