Most W-2 employees, can no longer deduct printer cartridges or other unreimbursed job expenses on federal taxes. The deductions for these  miscellaneous itemized deductionsended in 2018. These job-related expenses are only deductible for specific, specialized occupations. Such as the Armed Forces reservists, qualified performing artists,  fee based government employees, Educators, Disabled employees with impairment related job expenses.  See: Are Unreimbursed Employee Expenses Deductible?

If you are in one of these categories than yes you could deduct your printer cartridges if they are used for your job.
