Yes, if you are active duty military station in England you can qualify for the Earned Income Credit (EIC) if you meet the other requirements. Per  Publication 596:  "U.S. military personnel stationed outside the United States on extended active duty are considered to live in the United States during that duty period for purposes of the EIC."
