Debt Consolidation vs Credit Repair

i am enrolled in a debt relief program, enrolled 5 creditors ranging from credit cards, personal loans, collections, etc. with a total of $12,000.00 in debt. i have resolved 3/5 creditors so far with a total of $4,800.00 settlement negotiation and  i will be completing my program by the end of this year but my credit report hasn’t significantly improved since the program. it constantly fluctuates increasing, decreasing, or stays put. because i am enrolled in this debt relief program, am i ineligible to utilize a credit repair program to help improve my credit?
