The list does not cover some situations where a taxpayer lives in one county (Licking?) but is in a school district mostly in another county (Franklin/Fairfield).
Just put any school district, it doesn't affect YOUR tax. It's a statistical thing used to allocate state funds. Entering the wrong SD at that screen will not prevent you from entering Pickerington SD (#2307) later at the School District Income Tax (SDIT) section.
If you want to make sure your school gets a few more cents, you should be able to manually change the SD number on the Ohio Information worksheet (abbreviated Info Worksheet on the list of Ohio forms).
An alternate work around is: when asked what county you live in answer the county your SD is in . After you complete the whole Ohio interview, go back and change your residence county.
If you're going to mail you return, instead of e-filing, you can manually change it on the paper copy, if that makes you feel more comfortable.
