Why is my deduction for qualified tuition not transferring from the Student Information Worksheet, part VI line 20, to the Education Tuition and Fees Summary?

Could this have to do with the "late legislation worksheet"? On my return, the program checked "yes" on line 5 of that worksheet. What is that worksheet for? My app and forms are up to date as of 3/23/19.

Now I see in Part III, line 3 of the Student Information Worksheet that the Tuition and Fees Deduction is not available for 2018 (barring a future act of Congress). It's confusing that it is partially implemented in TurboTax.
