The Lifetime Learning Credit (LLC) is a non refundable tax credit. It can only be used to reduce your tax liability to 0.

See the Credit Limit Worksheet, for line 19 of from 8863.

Although it is strange that 1004 + 996 is exactly $2000. Review you student worksheets and forms 8863.
