If you claim your student as a dependent and you want to claim their education expenses for a credit, you can enter these in Deductions & Credits.
If your student has a 1098-T that shows he received more Scholarship amount than Tuition amount, you will not receive an education credit, and it is better to let the student enter his expenses and the 1098-T in his return. You can still claim him as a dependent on your return.
He needs to indicate that he 'can be claimed as a dependent' when preparing his return. If he does not have enough income to be required to file, then the excess scholarship amount won't be reported.
