I received a 1098-T but I received more scholarships/pell grant than what was billed. I need to claim the amount as income, but I am not sure where/how to claim it. I see for my W2 it says wages, other, etc, but there is no where to put SCH.

Since you DID receive a 1098-T:
The additional scholarship income not included on the 1098-T can be entered in the same area.
In order to access the higher education expenses section you can type "1098-T" in the search field within TurboTax, then select "Go to 1098-T" or you can navigate there directly by:
During the interview process, after entering your 1098-T, it will ask if you received other Scholarship or Grant aid not included on a W-2 or 1098-T.
If you did NOT receive a 1098-T:
You would enter that as Miscellaneous Income under the Less Common Income section.
