When checking eligibility for the PA Tax Forgiveness, you will be asked if you had any nontaxable scholarships or grants.  One source of that information is that which is reported on your form 1098T, box 5.  You may have other scholarships in addition to those in box 5.

What about if the amount of scholarships in block 5 is lower than the amount of tuition in block 1?

You still report to PA.  The question is not about the taxability of the grant, but about your financial resources.
