The site will not take my 1098-E upload, a picture, or won't let me manually type it in. Once I put it in, it starts back over

Forget about trying to snap a photo of a 1098E or "uploading" it--- the way to enter it is by keying it by hand.

I've tried that as well. Doesn't even give me a screen to type it in manually. If I hit the link to type it in, it takes me back to the needs review screen and just starts over.
