I'm a federal employee at a University and my wages are garnished 15% for federal student loans unpaid. Can I claim my garnishment as tuition payments?

The part that is interest is eligible, if you know it, but not principle.  The lender should send you a form 1098-E, even if the payment is garnished rather than voluntary.  Check your lender's web site.
