Why does the pdf copy of 1040A, line 19 say "reserved for future use" with -0-, instead of "Tuition and Fees" with amount as shown on the forms version of Turbo Tax?

Why does the pdf copy of 1040A, line 19 say "reserved for future use" with -0-, instead of "Tuition and Fees" with amount as shown on the forms version of Turbo Tax?
The form will be updated soon (due to late congressional action/inaction)
read ALL of the answers and comments here...especially the part about the IRS computers not being able to accept it until ~2 March (no promises):
