School doesn't provide the form 1098-T because it not eligible for Student Aid Programs administered by the US Department of Education can I still file it on my taxes?

YES

If you do not receive a 2016 1098-T from your school, but you paid education expenses in 2016, you may be eligible for an Education Credit.

Make sure you keep accurate records since your school will not be reporting the information to the IRS.
