The tuition and fees deduction was reinstated with the last budget deal. When will that be fixed in Turbotax as it flows through to the Oregon return.

No one knows. The IRS has not yet announced what they will do about the change, and it will take some time for tax software companies to reprogram once the IRS decides. (For example, since many taxpayers have already filed, it is not impossible that the IRS will say that they will not change the system this year but will allow retroactive claims next year. It would be unusual but not impossible.) We just don't know yet because the IRS hasn't said.
