My wife received a grant and a 1098-t form. On the 1040a form, line 19/tuition and fees deductions has expired, so do we have to report this grant at all now ?

If you receive a Form 1098-T and she pays any part of the qualified tuition amount out of the pocket during 2017,  you would still enter the information in the program.  The Tuition and Fees deduction has expired, but the other two education credits are still available.  ( American Opportunity Tax Credit and Lifetime Learning Credit)

If the grant has paid all her qualified tuition expenses, you do not have to report the Form 1098-T.
