My son lives in MO, is in school in IL.Received a scholarship for housing, but didn't get any tax forms and the school doesn't submit data to the state.Claim as income?

Any scholarship amounts used to pay for room and board or a stipend for living expenses is taxable. So yes, the scholarship needs to be claimed as income.
