My kids are not american and they don't have SSN or ITIN. Can I get federal deduction?

You cannot enter a dependent on a tax return if they do not have a SSN or an ITIN.

No. In order to claim a deduction or credit for a dependent they have to have a valid tax ID number (SSN or ITIN).  You can apply for an ITIN by going to:  Application for IRS Individual Taxpayer Identification Number (ITIN) (http://www.irs.gov/pub/irs-pdf/fw7.pdf).
