No. In order to claim a deduction or credit for a dependent they have to have a valid tax ID number (SSN or ITIN). You can apply for an ITIN by going to: Application for IRS Individual Taxpayer Identification Number (ITIN) (http://www.irs.gov/pub/irs-pdf/fw7.pdf).
