The 1098-T has been around for many years. They are sent by schools participating in degree programs, listing Tuition and Scholarship amounts.
Not sure why a high school student would receive one, unless they are taking some college credit courses.
If your college student does not receive one, you can still enter Education Expenses into TurboTax, based on documentation you have, or you could try to get one from the school.
