IF my 18 year old child didn't live with us in 2016 and supported herself, went to a trade school but dropped out and has a 1098-T, can she use that on her tax return?

Yes, if she is claiming her own dependency exemption. In other words, if you were claiming her as a dependent, then you could claim the potential education benefits.
Dropping out has no impact.
