If I didnt received a refund for 2017 because I didnt pay my student loans but got a letter this year from IRS saying I paid interest on my student loans is that taxable?

My 2017 refund was not taken my IRS because I did not pay my student loans. This year I got a letter saying that I made a payment higher than $600 dollars on my student loan interest. Can I use that on my 2018 tax return?

Yes, if you paid student loan interest during 2018 (even if the IRS made the payment for you using your refund), then you can claim that interest paid as a deduction on your 2018 return.  It sounds like you got a Form 1098E showing how much interest you paid.  You can enter that into TurboTax during the Deductions screens for student loan interest.
