If I didn't file taxes in 2018 due to misinformation (I was told I didn't need to file my summer research grant reported on a 1099-misc), can I file now & waive penalty?

This advice was given to me by a tax expert through my parents, but a few months later I was nervous and searched the web for answers. I think I may owe taxes but I haven't received any bills from the IRS so I'm not sure what to do now.

Yes, you can file. 

If you owe, you may be assessed a penalty, but you can request it be waived because you relied on bad advice from a tax professional.

The IRS is not longer accepting 2017 tax returns via e-file, so you will need to prepare, print and mail your 2017 tax return.

Yes, you can file.

Thank you for the assistance! Now one additional question I have is, I received this 1099-MISC in a different state. I lived there on a college campus for 3 months that summer while doing research at the hospital where I got the NIH grant from. Should I file tax return for that state too?
